Raising the standard for marine fuel operations
The Bunkering Services Initiative (BSI) is a collaborative industry programme established to improve accountability, visibility and operational efficiency across marine fuel supply chains.
Developed by a group of leading marine fuel buyers and suppliers, including TFG Marine as a founding participant, the BSI combines independent assurance, digital technologies and industry best practice to deliver greater confidence in fuel quantity and quality throughout the bunkering process.
The initiative was launched in the Amsterdam, Rotterdam and Antwerp (ARA) region, Europe’s largest and most globally significant marine fuel hub, and is open to participation from any company active in the bunkering market.
Why the initiative matters
Challenge
Issues with quantity and fuel quality in the traditional bunkering market are masked by manual quantity measurements, improperly used mass flow meters, disparate sampling procedures and a lack of fuel quality traceability. This lack of transparency can be exploited for improper financial gain and engenders mistrust between industry participants.

How it works
The BSI combines certified technology, independent auditing and industry collaboration to create a more accountable and efficient bunkering process.
Participating bunker barges are equipped with certified mass flow meters (MFMs) and integrated digital reporting systems that enable the capture and sharing of operational data in real time.
Independent assurance is provided through regular audits and inspections to verify compliance with the BSI’s standards and operating procedures.
Fuel testing data is also incorporated into the system, giving participants enhanced visibility into fuel quality from storage through to final delivery.
Together, these measures create a verifiable chain of information that improves confidence and accountability for all parties involved.

Having launched in the ARA region with a founding group of leading buyers and suppliers, the initiative is focused on expanding participation, deepening its data and benchmarking capabilities, and making the case for adoption across other major bunkering hubs.
